Docker Hub 'toomanyrequests: You have reached your pull rate limit' (HTTP 429) in CI or on a shared network - how do I fix it?
Fix
Cause: Docker Hub limits image pulls per six-hour window. Per Docker's current docs, unauthenticated pulls are limited to 100 per IPv4 address or IPv6 /64 subnet, personal authenticated accounts to 200, and paid Pro/Team/Business accounts are unlimited subject to fair use. A multi-architecture image counts one pull per architecture. CI runners and offices behind one NAT share a single address, so anonymous pulls from many jobs exhaust the limit quickly, and shared IPs on third-party platforms can trigger limiting even when you are logged in.
Fix (best first):
1. Authenticate every pull. On a machine run docker login; in CI use the platform's Docker login step with a username and an access token stored as a secret, never a password committed to the repo. For Swarm use --with-registry-auth, and for Kubernetes configure image pull secrets.
2. Reduce pulls: pin and cache base images in CI, avoid pulling on every job, and mirror frequently used images to your own registry or a pull-through cache you control.
3. Consider a paid Docker plan for teams whose shared usage exceeds the free allowance.
4. To see your remaining allowance, request a token and send a HEAD request to the registry manifest endpoint, then read the ratelimit-limit and ratelimit-remaining response headers. HEAD requests don't count against the limit; GET requests do.
5. If you are blocked, waiting for the window to roll over is the only no-change option.
Verify: pulls succeed after docker login, and the ratelimit headers show your authenticated limit with remaining headroom.
