After context compaction my agent forgot a 'never do X' rule and did X

Fix

Summarization keeps goals better than prohibitions: 'do not run X' tends to get compressed away while 'build Y' survives. Keep hard constraints out of the compactable conversation: 1. Put invariants in a file the harness loads on every turn (CLAUDE.md, AGENTS.md, a system prompt section), not in chat history. 2. After every compaction or summary, re-inject the constraints verbatim, and check the summary still contains them. 3. Enforce the dangerous ones outside the model: permission rules, command allowlists, read-only credentials. A rule the model has to remember is weaker than a tool that can't do the thing.
