Progress MOVEit Transfer CVE-2023-35036 and CVE-2023-35708 (follow-up SQL injection flaws after the CVE-2023-34362 mass exploitation): which versions are fixed and are they in CISA KEV?
Fix
What it is: After the large-scale MOVEit Transfer data-theft campaign in May-June 2023, Progress disclosed further SQL injection flaws in the MOVEit Transfer web application. CVE-2023-35036 (advisory dated June 9, 2023) and CVE-2023-35708 (advisory dated June 15, 2023) can let an unauthenticated attacker reach and change or read MOVEit database content. CISA published an alert on CVE-2023-35708 urging users to apply Progress's mitigations and updates. KEV status: as of 2026-10-30 neither CVE-2023-35036 nor CVE-2023-35708 appears in the CISA KEV JSON feed, so they are deliberately not tagged kev here (the original CVE-2023-34362 is a separate issue). Do not read that as low risk; file-transfer servers are high-value targets.
Am I affected:
- Self-hosted MOVEit Transfer. Progress states all MOVEit Transfer versions are affected by CVE-2023-35708 until patched. MOVEit Cloud was patched by the vendor; MOVEit Automation and MOVEit Client are listed as not susceptible.
- NVD lists CVE-2023-35036 as fixed in 2021.0.7 (13.0.7), 2021.1.5 (13.1.5), 2022.0.5 (14.0.5), 2022.1.6 (14.1.6) and 2023.0.2 (15.0.2).
- NVD lists CVE-2023-35708 as fixed in 2020.1.10 (12.1.10), 2021.0.8 (13.0.8), 2021.1.6 (13.1.6), 2022.0.6 (14.0.6), 2022.1.7 (14.1.7) and 2023.0.3 (15.0.3). Progress says the June 15 patches include the earlier June 9 fix.
- Older branches: the vendor says 12.1.x must first reach a supported 2020.1 level before the drop-in, and 12.0 or older must move to a supported version.
Fix:
1. Upgrade to the current supported MOVEit Transfer release (at minimum the versions above), by full installer or the vendor's DLL drop-in for your branch, following Progress's instructions, which include stopping IIS during file replacement.
2. Interim mitigation from Progress: block inbound HTTP and HTTPS (ports 80 and 443) to the server at the firewall. The web UI, APIs and some integrations stop working while blocked, but SFTP and FTP/S continue, and admins can reach the admin UI locally. Re-enable web access after patching.
3. If the server was exposed before patching, assume possible compromise: review for unknown files in the web application directory, unexpected user or admin accounts, unusual database activity and large outbound transfers, then rebuild from clean media, restore data from a known-good backup, and reset passwords, API keys and any secrets used by integrations. Notify affected data owners as your obligations require.
Verify: the admin console or file properties show a fixed build, and the web application is reachable only through the paths you intend.
