Fix

Your venv was created without pip (ensurepip missing). Download https://bootstrap.pypa.io/get-pip.py and run it with the venv interpreter: .venv/bin/python get-pip.py. Then use .venv/bin/python -m pip install ... Alternatively recreate the venv after installing your distro python3-venv package.
